BUILDING & ZONING
We are here to help with any questions you may have. Please do not hesitate to call us or to request a meeting to go over your application prior to submission or to answer any questions during the project.
We strive to turn applications around as quickly as possible. Pennsylvania State Law gives the Borough 30 days to process a building permit. Applications are reviewed in the order they are submitted, so please allow time for the review process before you schedule your project(s). Depending on the scale and extent of your project, the Aspinwall Planning Commission may be required to review your application.
Remember to call ahead for inspections so that your project runs smoothly. We would request that you call at least 48 hours in advance to schedule an inspection. A listing of your required inspections is included in your packet.
We also hope that your project runs smoothly, if there are any issues that arise they will be communicated to you clearly so that they can be addressed. We will do our best to work with you so that the project continues to move forward.

Planning Commission
A Borough Planning Commission is a group of appointed citizens who advise the Borough Council on planning and development matters within a borough. They review proposed development plans, ensure compliance with zoning ordinances and subdivision regulations, and make recommendations to the Council. Essentially, they guide the borough's growth and development. Main reasons for going before the Aspinwall Planning Commission are Sign Permits, Ordinance Addendum, Conditional Use, and Curb Cuts.

Aspinwall is seeking enthusiastic residents who are interested in volunteering for an alternate position on the Aspinwall Planning Committee. This is a great opportunity to get involved in your community and make a positive impact. Click the link below for more information and to see how you can!
Dumpster, POD, & Bagster Permit
Permits are required in the borough of Aspinwall for all dumpsters, PODs, storage containers, and bagsters. You can submit applications and payments at the Borough office at 217 Commercial Avenue.
If a container can be placed on your property without obstructing the sidewalk, alley, or borough right-of-way, no payment is needed; however, an approved application and set timelines are essential.
The permit fee is $50.00 for two weeks and $100.00 for four weeks. For projects that require a longer duration, a second application will be needed. Checks can be made out to "Borough of Aspinwall".
Street Opening/Excavation Permit
A street opening permit is essential for ensuring that any work within the public right-of-way is performed safely and in compliance with regulations. This permit regulates construction and utility work that may disrupt or alter public roads and adjacent areas. To obtain a permit, applicants must submit detailed information about the work, location, duration, and a restoration plan. Additionally, permits come with specific conditions regarding traffic control, restoration standards, and completion timelines, and failing to comply can lead to penalties or legal action.
